Technically, a registrar is a website where you can select an available domain and register it under your name or under a legal entity.

Typically, second-level domains are purchased. Having a second-level domain, you can freely create any number of third-level domains based on it.

Sometimes third-level domains are also sold, for example, in the of.by or com.ua zones.

Domain prices are around 10$ per year, but they can be slightly lower or significantly higher.
